Cook the linguine according to package directions. Drain and set aside. Meanwhile, in a large bowl, whisk the vinegar, peanut butter, ginger, vegetable oil, garlic, soy sauce, sesame oil, pepper flakes and 1 tablespoon water. Add the linguine; toss to coat.
