Spoon as much mayonnaise into bowl as desired. Add milk or cream to mayonnaise to desired consistency (go on light side first as you can add more as you go). Add as much chopped garlic, salt and pepper to taste, Refrigerate for at least 8 hours to blend flavors. This can also be made in blender and the blender will do the chopping of the garlic for you :-)
