In a saute pan with high sides, put onion, 1 garlic clove, potatoes, parsley and bay leaf. Add just enough water to barely cover the pan contents. Bring to a boil and simmer for 10 minutes. Add hake and peas and simmer for a further 10 minutes or until vegetables are tender and fish is done. Drain liquid from pan.
Meanwhile, in a small pan, heat oil. Add the rest of the garlic and saute gently for 4 minutes until golden. Be careful to not overcook the garlic! Remove pan from heat and add paprika. Mix and pour over the fish and vegetables. Serve immediately.
