Fry bacon until crispy: drain and reserve grease. Saute onion in a small amount of bacon grease, add potatoes and water. Bring to a boil. Cover and simmer until tender. Stir in soup and sour cream. Gradually add milk, salt, pepper and parsley. Add crisp bacon which has been crumbled. Heat to serving temp. Do not boil.
