In a med saucepan, over med heat, heat the oil & garlic for 1 min. Add the tomatoes, tomato paste, peanut butter, stock, vinegar, cayenne & salt & whisk together to combine. Bring to a boil. Add the rice, reduce heat to low, cover & cook for 20 mins. Ladle into individual bowls & garnish with the spring onions & peanuts.
