Heat the oil in a 3-qt pot over medium high heat. When hot, put in the garlic, then the red pepper and the cumin seds. Lower heat to medium, put in coconut and stir it for 10-15 seconds. Add potatoes as well as turmeric, ground cumin, tomatoes, salt, and 1-and-a-half cups water. Bring to boil. Cover, turn heat to low, simmer for 45 mins or until potatoes are tender. Stir gently every few minutes. Add sugar and vinegar. Stir and cook uncovered for a minute. Serve over rice or with Indian breads.
