Cook noodles according to package directions. Meanwhile, in a skillet, cook beef and onion over medium heat until meat is no longer pink; drain. Add tomato sauce, garlic powder, salt and pepper. In a mixing bowl, combine the cream cheese, cottage cheese, parmesan, onions and green pepper. Drain the noodles; place half in a greased 9x13 baking dish. Top with half of the meat and cheese mixtures. REpeat layers. Sprinkle with additional parmesan if desired. Cover and bake at 350? for 30-35 minutes or until heated through.
