Cook the cauliflower in microwave until tender; about 10 minutes. In a 1 1/2 quart casserole soften Neufchatel (Philadelphia's is lowest in carbs) in microwave about 30-40 seconds. Mix in half-and-half and water until smooth then stir in 4 ounces cheddar cheese. Microwave on high about 2 minutes or until cheese is melted. Stir well until creamy and smooth, microwaving a little longer if necessary. Stir in the green onions, chives, salt and pepper. Add the cauliflower and gently fold into cheese sauce to coat well. Top with remaining 2 ounces cheese and bake uncovered at 350? for 35 minutes until bubbly and brown on top.
This freezes well.
