Cook macaroni according to package directions; drain. Add celery, green pepper, and onion, and toss, then set aside. Combine mayonnaise, sour cream, and cheese. Add cooking oil, vinegar, lemon juice, sugar, dry mustard, salt, paprika, and ground red pepper, mixing thoroughly. Add sweet pickle relish. Pour over macaroni noodles and toss until coated. Cover and chill for several hours.
