1. Bring a pot of water to a boil. Add noodles,. Cook acording to package directions. Drain. Rinse quickly to stop the cooking. Drain completely.
2. Meanwhile, cut meat against the grain into long, thin strips no more than 1/4" thick. Cut strips into 2" lengths. If any pieces are still thick, cut in half to make thin, julienned pieces.
3. Combine meat with 3 tablespoons of the soy sauce and 2 tablespoons of the wine. Set aside.
4. Combine remaining 3 tablespoons soy sauce, 1 tablespoons wine and the water in a small bowl. Set aside.
5. Heat 1 tablespoon of the oil in a wok over medium high heat. Add half of the ginger(originally 1 inch piece), garlic and red pepper flakes. Stir-fry for a moment. Add broccoli; stir-fry for a minute or two, then add a splash of water, cover and cook for about 3 minutes, until crisp-tender.
6. Remove broccoli from wok. Add another tablespoon oil and thenthe remaining ginger, garlic and red pepper flakes; increase heat to high. Add beef; stir-fry until browned on all sides, about 1-2 minutes. Remove from pan.
7. Add another tablespoon oil to pan, if needed, and add noodles, tossing until just heated through. Add beef, vegetables, sauce and green onions to pan and flip around to combine completely. Remove ginger slices(or warn guests not to eat them), and serve.
