Heat 2 t. oil in medium pan over medium/low heat. Add ginger and garlic and quickly add soy sauce and water before the garlic scorches. Dissolve brown sugar in sauce then raise heat to meium and boil 2-3 minutes until thickened. Remove from heat.
Slice flank steak against grain into 1/4" bite=sized slices. Tilt knife blade at 45 degree angle to top of steak to get wider cuts.
Dip steak pieces into cornstarch to apply very thin coating to both sides. Let sit 10 minutes.
Heat 1 cup oil in wok or skillet over medium heat until hot but not smoking. Add beef to oil and saute for just 2 minutes, until edges just begin to darken. Remove meat and drain on paper towels. Drain oil from pan and return to heat. Return meat to pan and simmer 1 minute. Add sauce, cook 1 minute and then add green onions, stirring. Cook for 1 more minute and then remove beef and onions to serving plate with tongs or slotted spoon.
