1. Preheat oven to 350 degrees F. Mix flour, garlic salt, and pepper, then coat chicken quarters thoroughly. Put 2 tablespoons of the butter in a shallow baking dish just large enough to hold the chicken in a single layer; put dish in oven to melt butter while oven preheats. Arrange chicken, skin side down, in melted butter. Bake, uncovered, 30 minutes. 2. Meanwhile, melt remaining 4 tablespoons butter with honey, lemon juice, soy sauce, and ginger. After 30 minutes remove chicken from oven, turn skin side up, and cover with butter mixture. Continue baking, brushing occasionally with butter-honey sauce, until chicken is tender and richly browned (30 to 40 minutes more). Serve immediately. This chicken came out tender, juice and very good!! The glaze is wonderful, with a rich full taste, but not overpowering. I used clover honey and I believe it added a deep robust flavor. I also added a head of whole garlic (about 10 cloves); the garlic flavor is mild because the cloves were cooked whole...when the chicken was done, I used a rubber spatula to push the roasted garlic cloves through a mesh sieve to obtain a smooth paste which I whisked into the pan sauce and served along with the chicken. The breast qtrs were done about 7-8 minutes before the leg/thigh qtrs; I held them on a cover dish until the thighs were done. We served the chicken with a salad and boiled red potatoes with dill and butter. All in all a wonderful dish and very easy to prepare.
