Suggest a better descriptionIn a large skilled sprayed with butter-flavored cooking spray, brown meat, celery and onions. Stir in soup and skim milk. Add uncooked rice, cheese, parsley and black pepper. Mix well to combine. Lower heat, cover and simmer for 6-8 mins, or until rice is tender, stirring occasionally.
