Easy to make!
Put cornstarch in ziploc bag, add chicken, and shake until chicken is coated with cornstarch.
Heat oil in large skillet and add chicken and minced garlic. Saute for 3-4 minutes.
Add soy sauce, white wine vinegar, sugar and cayenne pepper to chicken and garlic. Saute for 1 minute.
Add broccoli and water to skillet and cover. Cook until broccoli is at desired crispness.
At the last minute, add the snow peas to heat and serve all over rice.
If your sauce is not thick enough simply combine 3 Tablespoons of water and 1 teaspoon of cornstarch. Stir until blended and then add to skillet to thicken.
