This is a wonderful dish that can be served over couscous or rice and is sweet and savory at the same time. Most definitely a family favorite.
Saute garlic, onions and meat in 1 TBL vegetable oil on medium high until browning begins. Then pour off the grease. Add salt, basil, nutmeg and cinnamon. Once fully browned, add the can of tomatoes. If whole ones, break them up to desired size. Reduce heat to simmer and add tomato sauce, parsley, Worcestershire and brown sugar. Then gradually stir in the water.
Simmer for 25 minutes or so, stirring occasionally. Serve over rice. Makes 4 servings.
You can use all beef or all lamb with this. In addition, you can use cubed meats such as lamb or chicken as well.
