Make and bake cake as directed on package.
While still hot, poke holes in cake with handle of a wooden spoon.
Pour caramel topping over cake and into holes.
Spread sweetened condensed milk onto cake also.
Refrigerate over night.
Spread Cool Whip over cake and serve with crushed Heath bars sprinkled on top..
