My kids love this. They ask for it all the time.
Stir together the sugar, brown sugar, flour, and cinnamon n a small saucepan.
Stir in vanilla extract and water.
Bring to a rolling boil, stirring often.
Continue to boil and stir until mixture thickens to syrup consistance.
Remover from heat and cool 10 minutes before serving.
Good in the refrigerator for about 1 week, if it lasts that long.
