Place potatoes in a large bowl and add cold water to cover. Let stand for 15 minutes. Preheat oven to 425 degrees. Spray cookie sheet with cooking spray and set aside. Drain potatoes. Pat off excess water and sprinkle with salt, pepper and oil and toss. Arrange potatoes in a single layer on cookie sheet. Bake for 20 minutes.Turn potatoes and sprinkle with garlic. Bake for 20 minutes turning every 10 minutes.
