4-way Cincinnati Turkey Chili Preparation
Combine the turkey, onion, and garlic in a nonstick saucepan. Cook, stirring constantly; until the turkey is browned and the onions tender, about 5 minutes.
Add the chili powder, brown sugar, salt, cumin, allspice, cardamom, and pepper; stir until the spices coat the turkey and the onions.
Stir in the broth, tomatoes and chiles, and the vinegar; bring to a boil. Reduce the heat, partially cover, and simmer until the broth is thickened and the flavors are blended, 30-40 minutes.
Serve the chili over the macaroni and top with the beans and scallions.

Notes
The vinegar is a key ingredient in the flavor of the chili. However, be sure not to put more vinegar in than the recipe calls for. The raging chili debate, arguing whether the cubed meat should be cooked with beans or without, is moot in the state of Ohio. In Cincinnati, what is subject to debate is how many ingredients are necessary for a premier chili and, of course, who cooks the best. Three separate restauranteurs in that city claim parenthood to what is known as Cincinnati Chili, a layered concoction centered around all-meat chili. Diners can choose from a stepladder of garnishes: Three-Way chili is the chili served over cooked spaghetti and topped with cheese; Four-Way adds onions; and Five-Way chili is topped off with beans.
