Toss pierogies in 2 tbsp. olive oil in large skillet as directed on package. Set aside. Saute beef with garlic in additional 2 tbsp. olive oil until cooked. Remove from skillet and add to pierogies. Saute vegetables in remaining olive oil with pepper. cook until they're tender-crisp. Add butter and then toss with pierogies and beef and soy sauce.
