Heat butter and cream cheese in a double boiler until melted. Whisk. Add garlic powder, milk and cream. Whisk. Stir in parmesan, basil and pepper.
Remove from heat when sauce reaches desired consistency. Sauce will thicken rapidly, thin with milk if cooked too long. Toss with hot pasta or top chicken parmesan.
