Suggest a better descriptionCombine hashbrowns, oil and pepper in a 9 X 13-inch baking dish. Press around bottom and up sides. Bake at 400 degrees for 15 minutes. Brown beef, drain. Stir in gravy mix, water and garlic salt; boil. Add mixed vegetables; reduce heat, cook 10 minutes. Stir in 1/2 cup cheese and 1/2 can onions. Place into potato shell. Bake, uncovered , at 350 degrees for 15 minutes. Sprinkle with remaining cheese and onions. Bake 5 more minutes.
