Suggest a better descriptionIn a large skillet, heat 2 teaspoons oil over medium heat.
Add meat and brown, stirring to cook quickly - about 3 minutes.
Remove meat, drain and set aside.
Using same skillet, add remaining oil and saute onion and bell pepper for about 3 minutes.
Stir in garlic and herbs and cook for one minute.
Add tomatoes and sugar and bring to a boil.
Cover and reduce heat - simmer for 5 minutes.
Stir in rotini and meat, heat through.
Garnish with cheese and serve.
