This no beans New York style chili is great on hot dogs, but also works well with nachos and even on hamburgers for a fun treat.
Brown the ground beef, and drain the fat. Add in all of the dry ingredients and stir. Add water and tomato sauce. Bring to a boil stirring constantly. Reduce heat to simmer. Let simmer for 2 - 3 hours until the chili is the consistency you prefer (less time for a more soupy chili, more time for a chunkier chili).
