To plump raisins, cover with hot water; let stand 5 minutes and drain. Combine water, butter, sugar, and salt in sauce pan. Brian to a boil. Add flour all at once, then over heat, beat with wooden spoon about 1 minute or until mixture leaves sides and forms a thick smooth dough. Remove from heat. Continue beating 2 minutes to cool. Add egg, beating after each till smooth. Stir in raisins. Drop by heaping tablespoons 2" apart on greased sheet. Bake 30-35 minutes at 375? until double, golden and firm. Remove to rack and cool. Frost while warm. Melt 1 teaspoon butter. Stir i 1 1/2 teaspoons cream. Stir in 1 cup powdered sugar and 1/2 teaspoon lemon juice and vanilla. Add cream if necessary to spread.
