Preheat oven to 180 degrees C(350 degrees F)
Sift flour and 2 tablespoons of the cocoa powder. Add sugar and mix well.
Stir in milk, vanilla and melted butter. Mix until smooth.
Combine brown sugar and 1/4 cup sifted cocoa powder. Sprinkle over pudding mix.
Pour hot water carefully over top.
Bake in moderate oven for 50-60 minutes
