Cook's Country Recipe
Fill Dutch oven with 1 inch water. Bring to boil. Place steamer baseket in and fill with potatoes. Cook covered until potatoes are tender. - 16 -20 minutes. Add pepper and cook, covered. Drain and rinse with cold water.
Combine vinegar, mustard, 1/2 tsp salt, 1/4 tsp pepper and cayenne in bowl. Transfer half vinegar mix to small bow microwave about 30 seconds. Drizzle hot vinegar over veg and toss gently. Set at room temp for 15 minutes.
Cook bacon until crisp. Transfer to remaining vinegar and mix.
Pour over veg and toss. Stir in bacon and scallions. Cover and chill. Add salt and pepper to taste.
