Suggest a better descriptionMix together turkey, parmesan, breadcrumbs, garlic, eggs, onion powder, parsley, oregano, salt and pepper in a bowl. Brown the turkey mixture in a nonstick skillet over medium heat, stirring constantly to break up the turkey, about 10 minutes.
Add chili powder, diced tomatoes, Marinara sauce, chicken broth, brown sugar, basil, salt and pepper. Stir to combine, bring to a boil and simmer for 10 minutes.
Meanwhile, cook the penne pasta in salted water according to package directions. A bit of oil will prevent pasta from sticking and water from foaming.
Add cooked pasta to the skillet and stir to combine.
Preheat oven to 375?F.
Lightly grease a baking dish and transfer the prepared pasta, leveling off the top. Sprinkle with cheese and cover with aluminum foil.
Bake for 25 to 30 minutes, uncover and return to oven until the cheese is golden and bubbly, about 5 more minutes.
