Bake or microwave red potates. Cut while warm with skins on. In a large bowl, beat potatoes and all ingredients except garnish. Spoon into a 9x13 glass casserole that has been buttered or sprayed with PAM. Garnish with parsley, paprika and additional cheddar cheese or just leave plain. Bake in a 325 degree oven for 30-45 minutes until hot. May be make ahead and refrigerated but, bring to room temp before baking if refrigerated.
