Boil rice and water and remove from heat. Stir once, cover and set aside for 40 mins
Prepare frozen popcorn shrimp according to box directions. (baked, deep fried or pan fried -- nutrition based on baked)
Melt margarine (or butter) in a saucepan over low heat; add onion and garlic.
Sauté until tender over medium heat.
Add remaining ingredients except lemon juice.
Heat to boiling, reduce to a simmer and simmer for 15 minutes or until liquid is reduced to about 1 cup.
Stir in lemon juice just before ready to serve.
Place rice on serving platter. Put shrimp on top. Cover with sauce.
