Saute garlic and shallots in butter for 2 minutes. Add milk, whipping cream, salt and potatoes. Bring to boil over medium heat. Transfer to casserole dish. Add Gruyere cheese and Swiss cheese and mix together in casserole dish ( I like to pour have of the potato mixture, add cheese; then the rest of the mixture and add cheese.) Top with Parmesan cheese and bake for 45 minutes or until golden brown on top.
