Preheat Oven to 400(F)
Cut cabbage in half, core, and boil until leaves are pliable.
Mix beef, rice, tomato sauce, salt, dill, and pepper
Stuff cabbage leaves with beef mixture. Layer in large roasting pan.
Pour tomatoes and small cabbage leaves over stuffed cabbage leaves after each layer.
Bake until ground beef is done (about 40 minutes).
NOTE: Can also cook in crockpot for 4-5 hours on high or 6-7 hours on low.
