Prick potatoes with fork and bake at 400 degrees for 1 hour or until tender. Cook, cut potatoes lengthwise into halves; scoop pulp into bowl. Melt butter in saucepan, stir in flour until blended. Cook for 1 minute, stirring constantly. Stir in milk gradually, cook over medium heat until thickened, stirring constantly. Add potato pulp, salt, pepper, 2 green onions, 1/2 cup bacon and 1 cup cheese; mix well. Cook just until heated thoroughly, stirring constantly. Stir in sour cream; may add additional milk if needed for desired consistency. Ladel into soup bowls. Sprinkle with 2 green onions, 1/4 cup cheese, and remaining bacon.
