Saute the onions and fennel over medium heat. Cook until the onions are soft and translucent. Add wine and tomatoes. Remove fish from milk and season with salt and pepper.
Place fish on top of tomatoes and place in the oven at 350 degrees for 15 mins. Remove and serve with rice. .
