Heat the olive oil in a non stick pan and cook the onion until slightly soft.
Add the garlic and green pepper and cook for a few minutes.
Add the minced beef, brown and then drain off excess fat.
Stir in remainder of ingredients, adding more or less chilli powder to suit your taste.
Cover and cook for 20 minutes.
Prepare rice.
To save on preparation time use tinned chopped tomatoes.
