1. Preheat oven to 350 degrees.
2. Grease and flour a 9x13 baking pan and set aside.
3. In a medium bowl, whisk together flour and baking powder and set aside.
4. In a mixing bowl, beat eggs at high speed with an electric mixer until thick and lemony coloured (about 5 minutes).
5. Gradually beat in sugar and vanilla extract until mixture is light and fluffy.
6. Gradually add flour mixture, beating at low speed until batter is smooth.
7. In a small saucepan heat milk and butter just until butter melts, stirring occasionally. Add to batter, beating until combined.
9. Pour into greased pan and bake for 30-35 minutes or until toothpick inserted in center comes out clean. Cool on wire rack before frosting.
Frosting:
1. Melt butter in saucepan. Add brown sugar and bring to a boil over low heat (for 2 minutes) stirring constantly.
2. Stir in milk. Bring to a boil stirring constantly.
3. Cool to lukewarm and gradually add powdered sugar.
4. Beat until thick enough to spread.
