Beat the butter with powdered sugar with a wooden spoon till soft peaks form. Pour in the condensed milk and vanilla extract. Mix well. In a separate bowl sift together the all purpose flour, cocoa, baking powder and baking soda. Combine the dry mixture with the wet mixture and mix in the milk. Pour the mixture into a greased 6 inch baking dish. Bake in the preheated oven for 40 to 50 minutes until when a skewer inserted in the middle of the cake comes out clean.
For the icing - whip the cream and flavour it with vanilla extract.
Let the cake cool completely. Cut into two layers. Sandwich the layers with 1/3 of the cream. Cover the top and sides of the cake with cream too. Fill the rest of the cream in a piping bag with a star nozzle. Pipe cream on the sides. Let the cake chill in the fridge. Create dark chocolate shavings and spread on top.
