Combine garlic, chili pepper, and sugar in a mortar. Pound. Add the lime or lemon juic, vinegar fish sauce and 1/4 cup of water. Stir to blend. Alternatively combine all the ingredients in a blender and process for 30 seconds or until sugar dissolves.
Can refrigerate 2 or 3 months.
