In a medium bowl, sift together the flour, sugar, and salt. Work in the butter with a pastry blender until the mixture resembles coarse crumbs. In a small bowl, whisk together the egg and cold water. Sprinkle over flour mixture, and work with hands to form dough into a ball. Chill 30 minutes.
Preheat oven to 425?F.
Divide the dough in half. Roll out one half of dough to 1/8 inch thickness. Place in a 9 inch pie dish, covering bottom and sides with parchment paper and rice or beans. Wrap any exposed edges with foil to prevent burning. Bake for 20 minutes, or until golden brown.
For the Filling:
In a large bowl, combine apples, sugar, brown sugar, cinnamon, nutmeg (optional), salt and flour. Stir until sugar is dissolved. Pour the apples evenly onto the pre-baked pie crust. The apples will likely stack higher than the top edge of the pan, but they will shrink during baking.
Roll out the second pie crust on top of the apple filling, slicing a few openings into the dough to let steam out. If desired, cut the dough into strips and form a lattice instead. Press the edges of the bottom crust and top crust together to form a firm seal.
Beat egg and water together to make an egg wash. Brush the top of the pie using a pastry brush and sprinkle with granulated sugar.
Bake the pie on the top or middle rack of the pre-heated oven, about 15 minutes.
Reduce the temperature to 350?F.
Continue baking for 35 to 45 minutes, until apples are soft. If edges start to brown, fold a strip of aluminum foil in 4, long enough to go around the baking dish. Cover the edges and return the pie to the oven until done.
