Meanwhile, place Cottage Cheese in a food processor; cover and process until smooth.
In a large saucepan, melt Butter. Stir in Flour, Salt, Pepper, and Garlic Powder until smooth. Gradually add Cream and Milk. Bring to boil; cook and stir for 2 minutes or until thickened. Add in smooth Cottage Cheese and Cheddar Cheese.
Melt 1/8 Cup Butter and mix with Bread Crumbs.
Drain rotini, and mix with sauce.
Transfer to a large greased baking dish. Sprinkle Bread Crumb mixture over the top.
Bake, uncovered, at 375 for 15 minutes.
