Put 1 Cup beef stock in sauce pan, bring to a boil and reduce. Add vinegar and tomato sauce. Deglaze Pan with water.
Place Onions in bottom of crock pot. Put meat on top and then pour sauce over. Cook in Crock Pot on low for 6-8 hours.
