In 8-quart Dutch oven, cover ribs with water. OVer high heat, heat to boiling. Reduce heat to low; cover and simmer for 2 hours or until tender. In small bowl, combine ketchup and remaining ingredients. Pour sauce over ribs. Bake or grill for 20 to 25 minutes or until heated through.
