Saut? the garlic in oil in a large skillet until lightly golden. Add the chopped onion and saut? until tender. Stir in the barley and water, bring to a boil, and add salt, pepper and bay leaf. Cover and simmer about 1 hour or until barley is tender and the liquid is absorbed.
Stir in the sauerkraut, caraway seeds, red bell pepper strips and kielbasa. Stir and cook for 10 minutes, until heated through.
Note: For a less greasy dish, cook the kielbasa in a skillet first in order to render out some of the fat. Then add it to the barley mixture.
