Mix vinegar, sugar and canola oil in a small sauce pan over medium heat until sugar dissolves. Cool Dressing
Mix together all ingredients in a large bowl. when dressing is cooled,, pour over bean mixture. Toss to coat. Refrigerate. Stir before serving. Serve with tortilla chips or "Scoops". Keeps in refrigerator for 1 week.
