Brown ground beef with onions, drain and set aside.
Preheat oven to 350.
Add rice plus 3 cups of water, olive oil, diced tomatoes, Italian seasoning, garlic powder, salt and pepper to 8X8 baking dish.
Add drained meat, stir to combine, cover and bake for 1 hour.
Remove from oven, fluff rice, top with cheese and bake for another 10 minutes until cheese has melted.
