Delicious roast beef...involves several techniques: chopping, braising, sauting, reduction, roasting and finally plating! All well worth the effort. Use a cheap wine that you like so you can drink the leftover with the meal!
Place oven rack in middle to accomodate Dutch oven.
Heat oil in large Dutch oven until hot but not smoking. Pat meat dry and season with salt and pepper. Brown meat on both sides for about 10 minutes total. Remove meat from pan and let rest on plate.
Add bacon and saute until browned. Add veggies and cook until softened and browned.
Add garlic, thyme, rosemary and saute for 1 minute.
Add tomato paste and cook for 1 minute.
Add wine and boil until liquid is reduced by half.
Turn oven on to 325F.
Add water to pan and bring to simmer. Return meat to pan with juices. Cover and transfer to oven and cook for 1 1/2 to 3 hours until meat is tender.
Remove from pan, let rest and then slice against grain. Serve with potatoes and pan sauce.
