Suggest a better descriptionMix flour, salt, pepper, and paprika. Add beef cubes and toss to coat, then add oil and toss again.
If making in oven:
Put coated meat in 4 qt oven proof dutch oven in 400 degree oven uncovered for 1/2 hour, stirring once.
Add vegetables, tomato sauce and water. Cover tightly,reduce heat to 350 degrees and return to oven for 1 1/2 to 2 hours, stirring occasionally, until veggies are tender and meat is done.
If making in slow cooker:
Place vegetables in the bottom of the cooker. Put coated meat on top of veggies. Mix tomato sauce and water, pour evenly over the meat and veggies. Cover, cook 10-12 hours on low.
