Pat beef dry, dredge in seasoned flour.
Heat oil in bottom of dutch oven over medium heat. Add beef and brown evenly.
As beef is browning, mash tomato paste, anchovy and shallots in small bowl.
Add onions, carrots and mushrooms to beef. Cook until onions start to soften, then add anchovy paste and small amount of beef broth to loosen browned bits from bottom of pan. Cook 4-5 minutes more.
Add beef broth and V8 in 2:1 ratio until mixture is covered. Add rosemary sprigs.
Cook in oven for 90 minutes.
After 90 minutes, add baby potatoes (whole) and mixed frozen vegetables.
Place in oven for additional 60-90 minutes, until beef is tender and potatoes are cooked through.
