Heat olive oil in heavy pot or Dutch oven and brown the meat over moderate heat. Remove meat as necessary to brown remaining meat.
Return all meat and juices to the pot. Add a little boiling water and scrape up any brown bits on bottom of pan, add remaining water, beef and chicken base and mix well.
Add bay leaf and garlic, bring to a boil. Lower heat, cover and simmer for 1 1/2 hours.
After 1 1/2 hours. Mix the 3 tsp. corn starch to 3 tsp. cold water add to simmering stew, mix well. Add carrots, onion, potatoes and pepper mix well, cover and simmer additional 30 minutes.
