Cover beef cubes with water, add wine, rosemary, salt and pepper. Cook until beef is tender. Peel potatoes, carrots and onions; cut into bite size pieces. Add to beef and cook until vegetables are soft. Stir flour into 1 C water, and add to stew to thicken.
